Hotmail is an operating unit of Microsoft, which still offers a garbled
audio version of the code which cannot be understood by many.  One needs a
Microsoft passport to create a Hotmail account, the last time I checked.

recently, I called MS customer service toll free to set up my Hotmail
account, which the representative agreed to do although reluctantly.  At
least MS will help blind users resolve this problem over the telephone the
same day.  it is a far bigger commitment than Yahoo or Google.
