**I wonder how interested AOL would be in working to develop this access
if it were not for the federal taxpayer footing the bill for the company's
research and development work. What part of this will aol keep
proprietary? What safeguards are contained in the grant for third party
arbitration or mediation if aol attorneys decide that none of the
solutions or access designs can b made public so as to keep a competitive
advantage?
