The Dropbox folder is actually an application. To get it back, go to the
Dropbox website to reinstall it. The link says something like Download
the App. The website is

www.dropbox.com

You may want to have sighted help around when you install and set up the
app/folder. An inaccessible tutorial comes up as part of the set up. A
sign-in screen either follows or precedes the tutorial. In some versions
of the app, this screen is accessible, and in others it isn't. I think
it wasn't the last time I installed it, which was last summer or fall.
