Depends on what you mean. High end Samsung devices use triple click of 
the home button in the same way that Apple devices do. On other Android 
devices, you can hold two fingers down during start up to bring up Talk 
Back. Other than Samsung devices, I'm not aware of a gesture that lets 
you toggle Talk Back on and off.
