Which log on screen are you talking about? Is this a boot loader where
it's prompting for which OS to load? If so then I think the only way to
change that is in the PC's BIOS settings. This would be different on
each PC, but there should be a way to set the timer for that option.

If it's the Windows 7 log on screen where you need to select your user
and enter your password, then again you should be able to disable that
or have NVDA speak that screen to you. I haven't had a Windows system
log on automatically for me in a long time if ever, but unless Windows 7
has disabled this, it should still be possible. Using Google, I did find
the following page that talks about how to do this:

To have NVDA speak during the logg on screen, go into NVDA preferences,
(i.e. NVDA+N and arrow down to Preferences, hit the right arrow to
expand, arrow down to General and hit enter. Now tab over to the option
that says something like Have NVDA run on the Windows log on screen.
