I also noticed that, in 1903, the Downloads folder organizes files by 
time (e.g., yesterday, last week). I found some instructions on the web. 
They worked, but I'm not sure which of the things I did made the 
Downloads folder behave the way I'm used to.


To make the Downloads folder in Windows 1903 behave like the Downloads 
folder from earlier versions of Windows, try one of the following:


1. Open the Downloads folder as if you were going to navigate to a file.


2. Go into the View tab by pressing alt+v, and try A or B.


A. Tab to the Group By option and press enter; then arrow to None, and 
press enter again.


B. Tab to the Change View option and press enter; then arrow to the 
option that says something about sorting by name and press enter again.


3. Refresh the screen by pressing F5 or by closing and reopening the 
Downloads folder.
