This is clearly by user request and Window-Eyes, much like JAWS, has
settings to change the behavior here so if the user wants the default
behavior of the browser he or she can have it.

Expanding on Kelly's response:
believe it or not, this is a feature that is to the user's benefit not
detriment.
Why, you ask? Well, if you were examining a page, would you like it to
suddenly change on you?
Probably not. Keep in mind, you can toggle this feature on and off as
Kelly described; and hitting a f5 will also refresh the page.
Perhaps the wordage isn't the best, but stopping redirects keeps the page
constant for you rather than a moving target.
Next question: why would someone want pages to routinely refresh? Do you
want old stock quotes during the trading day, temperatures on weather
pages that never changed, a football game continuously with a 0-0 score in
the first quarter -- get the drift.
You might want that not to change when you initially look at the page, but
at some point, you want to know if the Dow 30 is still up 90.24 or if that
has changed?
