I'm able to use alt+tab in Windows 10 without any problems.

I have a vague memory of having experienced the issue you're describing.
I think I got passed it by changing what I did with my fingers slightly.
Maybe I waited a beat longer before hitting tab again, or maybe I lifted
my thumb from tab. I don't remember.
