Greetings,

I have now solved the problem.

Now ctrl+f9 records selection, both when opening a new file via ctrl+n or
inserting within an existing file.

I entered each program and saved the keyboard via alt+o then k, closed the
program, edited the keyboard file and reopened GoldWave and reloaded the
keyboard and saved the keyboard.  On checking, discovered the amendment was
present so tried it out, it worked.
