You can also get to both the ScanDisk and DeFrag disk from "My Computer" on the desktop (XP) or the "Computer" shortcut on the Desktop (Windows 7). In both cases no matter what the name, you press "Enter" on either one then arrow down until you reach c:\ (usually you only have to go down one), use the Windows key or right mouse button with c:\ selected to view c:\'s properties, then tab down once if you want to remove all of your excess files on the disk or shift+tab once, arrow right once, then tab down once (for disk cleaning/scanning) or twice (for defragmentation). I usually prefer doing it this way

Yes, that is the way you would access defrag and Windows XP. In Vista, you can access it the same way but it goes automatically on a schedule. I also run disk cleanup before a defrag anything.
