I use City-data.com all the time.    You have to examine the 3 categories 
individually -- bigger cities over 6,000; the group between 1,000 and 
6,000; and then the small village category.
You cannot see all 3 together at the same time,.  

City-data.com has always worked in this way.  So the reason you are 
frustrated is that you are attempting to do something that cannot be done.

So go through the 3 categories one at a time, and you will find what you 
want.
