This is a position-specific recruitment.  The resulting eligible list

STARTING SALARY:

  $41,074 - $65,568 (Grade 16)

JOB DUTIES:

The Maryland Department of Disabilities Technology Assistance Program
(MDTAP) is seeking a qualified individual to serve as its Office and
Grants Manager.  This is a specialist position responsible for the
following duties: 

*	Fiscal Management; 
*	Develop annual budgets and reports to state and federal
agencies; 
*	Prepare and monitor regional contracts for the provision of
assistive technology services; 
*	Ensure program compliance with state personnel, procurement, and
inventory practices including developing RFP's and contracts for staff
and services; 
*	Oversee regional contractors and other vendors to ensure
completion of contract deliverables; 
*	Ensure compliance with federal grant reporting requirements; 
*	Process and maintain records of draws from federal grant awards;
and 
*	Serves as MD TAP's point of contact to the Executive Finance
Department. 


MINIMUM EDUCATION AND EXPERIENCE QUALIFICATIONS:

Education:  A bachelor's degree from an accredited college or
university.

Experience:  Six years of experience in administrative or professional
work.  One year of this experience must have involved the supervision of
other employees or exercising responsibility for program development.

Notes:  

1.	Additional experience in administrative or professional work may
be substituted on a year-for-year basis for the required education. 
2.	Additional graduate level education at an accredited college or
university may be substituted for the required general experience at the
rate of 30 semester credit hours for one year of the required general
experience. 
3.	For education obtained outside the U.S., you will be required to
provide proof of the equivalent American education as determined by a
foreign credential evaluation service. 


SELECTIVE QUALIFICATIONS:


1.	One (1) year of experience in invoice processing, managing
general ledger accounts, processing and recording accounts
receivable/payable, and matching invoices against purchase orders; 
2.	One (1) year of experience using Microsoft Excel to update,
track and project budget expenditures; 
3.	Six (6) months of experience executing procurements and
inventory control activities; 
4.	Six(6) months of experience supporting senior management in
developing and overseeing program and/or departmental budgets; 
5.	Six (6) months of experience managing payroll and reviewing
timesheets for accuracy; and 
6.	One (1) year of experience writing business correspondence,
briefing documents, or reports to make recommendations and/or summarize
information. 


PREFERRED QUALIFICATIONS:


1.	Six months (6) to One (1) year of experience providing
information and assistance services to constituents dealing with general
disability issues and/or the use of assistive technology.
	SELECTION PROCESS:  Candidates who meet the minimum and
selective qualifications will proceed to the next phase of the
evaluation process.  Successful candidates' application materials are

Qualified, Better Qualified, and Qualified for placement on an
employment eligibility list. The examination will consist of a rating of
your education, training, and experience related to the requirements of
the position. It is essential that you give complete and accurate

licenses, education, and work experiences.   Interviews are conducted
and work records are reviewed by hiring agency staff before final
