Hi Doreen,
first be sure your friend has actually plugged the speakers into
the actual "speaker" jack on the sound card. All the jacks, both
inputs and outputs, are identical on standard sound cards. You
won't do any harm by plugging speakers in to other jacks, they
just won't work.

If the sound card also has a "DB15" connector for a MIDI cable, the
speaker jack is usually, but not always, closest to this D type
connector.

You can plug any "walk man" type stereo headphones into the
"speaker" jack on the sound card.

If you get sound in the headphones, the problem is in the
speakers.

Conversely, you can plug the speakers into any other gizmo that
usually takes stereo earphones, walkman, tape recorder or
whatever.

This assumes the sound card and speakers have the usual stereo
earphone jack and plug set. If it fits it'll probably work.

That aught to narrow the problem down a bit.
