Since your scanreg.ini reads backup=1, it should be doing it as far as I
understand. One other avenue you might try is to go to "Start", "Run" and
type in "msconfig". The neat little utility that this calls may be able to
help. Go to the "startup" tab and look at the entries that it shows as
starting when your computer starts. Registry scanning should be there and
you can ensure that the box is checked. If  it is not, and you now ensure
that it is checked, that should solve your problem.

If it is already checked, then you have gone beyond my ken and someone else
will have to guide you out of the wilderness. :)
