Proximitron as suggested by another user is good.
If you were using the Opera browser, you'd have this capability built-in
(stop animations). You can also stop pop-up windows with it. It's not as
flexible perhaps as Proxomitron (you can't tell it to stop animations or
pop-ups in one site but not another), but easier to use.
