I don't believe this is correct.
CD-ROMs are generally read-only, once written. Rather than implement a
low-level OS check for "file is coming from a read-only device", Microsoft
decided the way to handle this was to change the file attributes to add
"read-only" as the file is written to the CD.
You can't change this *on* the CD -- that would require writing to the CD.
You need to copy the files (and folders) from the CD back to your
(reformatted) hard drive, and then change the attributes on the copied
files. (And you don't have to do that "one at a time", either. Select the
whole lot, right-click, pick Properties, uncheck the "read-only" box (no
need to touch any other attributes) and hit OK.)
