Did you change your BIOS to boot to the "A" drive first?
Are you sure the floppy is a "good one"?
The boot floppy you got is not quite the same as the one below.
If you want to try a different one, try here:

Get that file with another Windows computer.
Run the file with a blank floppy in the "A" drive.
Boot the broken computer with it.
Then type:
SCANREG /RESTORE
This "should" get a back-up copy out of a hidden location and
make the computer work again.
If not, there may be some other sort of access problem with the HD.

I accidentally deleted the system.ini and now cannot boot my pc.
I have saved all of my files so I'm not concerned about losing anything on the pc.
I created an Emergency Boot Disk for Windows ME from the FreePCTech website.
When I boot my pc with this disk, the message I get is:
Non-System disk or disk error
Replace and strike any key when ready
I realize that Windows ME is antiquated and unsupported but so is my pc.
I just want to get it running again.
