Elizabeth,

Have you tried disabling "Enable Fast Shutdown" on the Advanced tab of
MSConfig yet.  If not then try disabling it.  If a program is causing your
problems with shutdown then you can troubleshoot it by opening MSConfig and
disabling all startup programs on the startup tab.  Enable one program at a
time, shutdown and see if you still have any problems.  Add another program
each time you restart to see if that program causes a problem.  If disabling
fast shutdown causes more problems, then you may have a conflict with Win98
and your implementation of ACPI.  This is a bug for which MS is developing a
patch (MS KB
article:http://support.microsoft.com/support/kb/articles/q196/0/08.asp),
you should then enable "Fast Shutdown" again.

Also Norton Antivirus has been known to cause problems with Win98 when the
Auto Protect feature is enabled, disable Auto-Protect and update Liveupdate.
If this doesn't fix the problem you can delete the following key from the
registry:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\control\Shutdown\Exclusion List

Some other things that can cause problems with Win98 shutdown are corrupted
shutdown bitmaps or exit sound files.
