You can permanently change the boot sequence in the BIOS. On a Dell this
is usually F2 at boot. I believe you'll find it under the "Boot" tab.

I downloaded the hard drive erase s/w [log in to unmask] one machine
for use on another.
 
 Now when I boot the first machine (Dell 8200 with XP3), I get the error
message “Loading free dos kernel . . . error, press any key to
reboot.” To get it to boot into Windows I have to press F12 at the
right moment and move the selection away from Normal to Hard Drive.
 
How do I get the normal boot sequence back to Normal?
