Tables are used very often on web pages.  In most cases
they are used to place graphic images, but can be used
for pictures, text, and any kind of link.

Both Netscape's Composer and MS Front Page Express
make table creation and quick and easy process.  Click
the toolbar button, "tell it" how many rows and columns
and viola! the empty table is created for you.  Then you
just click into any cell and insert whatever you want.
