Usually this is a registry entry.  Not clear whether you're missing the
whole right click entry, or whether it's there and just not working.  You
don't mention whether you've tried a registry restoration---always worth
trying as a first remedy, but you'll have to go back to a date well before
the problem first showed.

You can re-configure this entry, or re-create any new one you like in the
right-click menu, with a simple registry edit.  This is a very useful and
powerful facility.
