Adding RAM will not solve your problem. 4GB of RAM is plenty - more will
help with very memory intensive programs (video, graphics), but would not
improve your boot time. If all starts at normal speed in safe mode, then you
probably have a corrupted driver in your system.

Not to overlook another possible cause - hardware. I have had similar
problems when my hard disk was going bad. In your case, there may be areas
on the HD that are having issues. In safe mode, those areas are not
accessed. However, this is a less likely cause since you apparently ran a
disk diagnostic test with no problems.

You have two choices, reinstall a clean copy of Windows, or restore your
system to an earlier time before you had this problem. If you have some
older restore points, this would be an easier way to go. This has saved me a
number of times when mysterious problems have popped up and could not be
solved otherwise. Good luck.
