Hi Robert,

    Your Sentence 1:  When you look at Control Panel, Modem,
Properties, you see only the speed with which internal
signals travel to the modem (115400).  This does not show
the connect speed.

    Your Sentence 2:  The connect speed appears in the
download dialog box as you are receiving data, which should
indicate, under ideal conditions, a maximum speed of about
48KB with a good modem, which is what I get with my modem.
Of course the web site must also have a decent modem and
traffic at the site must be low enough not to slow it down.
At what are you actually looking when you see 115400?  It
cannot be the download dialog box.
