Subject: What are "liprefs.js" files?

I see these files (liprefs.js) popping up in my directories from time to
time and never understood what they are and what they do. I realize they are
something to do with JavaScript, but otherwise am clueless. Can someone
educate? Can I delete these? What purpose do they serve?
