This may happen when Windows Installer service is incorrectly registered.
First update virus database and scan for viruses. Then run system File checker
Click Start then Run. In Open box type sfc /scannow
After that unregister Windows Installer.
Click Start, -> Run. In the Open box, type msiexec /unreg and click OK.
Then register again
click Start -> Run , type msiexec /regserver and OK.
Now install Office update.
