Frequently these weird little things are because of registry errors. While I
usually don't know how they happen, they will often go away if Microsoft's
(new) version of RegClean is used on the registry. I have been using it for
several weeks now, on a variety of systems, and have experienced no problems.
Of course, I always backup the registry *before* I do anything to it.

If you have never signed on to Microsoft Support Downloads before, the above
