  In the process of writing the file to the CD, it gets marked as "read
only".  (The organization of CD-ROMs usually means that the only way to
update a file is to rewrite the entire file to the disk -- if it can be done
at all!)
  Outlook wants to be able to update the .pst file as you do things, so it
needs to open the file for "read and write" rather than "read only".

  (The message is a little confusing because it doesn't know about special
kinds of media -- all it knows is *you* are not allowed to write to the
file; for all it knows, someone else might have the necessary permissions.)
