This may be a little misleading. Microsoft's Security Update CD contained
XP's
SP1 and all security updates until February 2004 *as well as* all security
updates
and Internet Explorer 6 for all versions of Windows beginning with Windows
98.
Since SP1 got nearly as much "press" as SP2 (by 'messing up' some people's
installations), that could have been a source of some people's confusion as
to the
'name' of the update. I used the Security Update CD successfully on a number
of Win98SE computers at my school, after which IE 6 was the browser, and
between 3 and 9 critical updates remained on the windowsupdate critical
updates
list (deprending on how diligent I had been in locating the computers,
getting other
updates, and other factors).

It would be a good idea to follow the rest of Don's instructions to look for
other conflicts.
