If you know when this condition first started you can use the system restore
to restore your computer and all it's settings to a date when you were last
able to access your system tools through that menu. I'm sending you the link
to Microsoft's explanation. You need to go into help and support and you'll
see a link that says system restore. It's a wizard that will ask you what
date you want to restore your system to. Just follow the wizard and good
luck.
