Select Western and then View->Character Set->Set default character set.
Missing and wrong charaters usually are falut of webmasters and page autors.
Webmaters usually can set character set for pagest and authors can define
pages charcter set in META tag. if they set it wrong, browsers cant render
pages correctly. time to time i run cyrillic KIO-8 encoded pages , when
servers
says it is wimdows-1251 or ISO-8859-5 usually default cyrillic pages in
servers.
