I have Win95B, IE5.5SP2 and OE5.5 and it is Greyed
out there.     So it might be patch related.

(There might be some confusion about selecting the
message, right clicking on that and having Forward
as Attachment NOT greyed out...  This would be a
different operation, but "seem(?)" the same to a fuzzy
memory.)
