As you are probably aware, there are a number of ways to do anything
in Windows, and, in this case, it may depend on what theme, folder options,
and views you may have enabled.  With that caveat in mind, here is one way
to determine if the Internet Connection Firewall included in Windows XP
is enabled (this applies if you have the Show Common Tasks in Folders
option checked in Folder Options):

Click Start, then My Network Places. Click on View Network Connections.
Locate the connection that is your Internet connection (there is usually a
difference in the icon to indicate High-Speed connection--if you are on a
dialup, I'm not really sure how you will tell the difference, except when
you
are not online, there should be no activity showing when you right-click
it,
then left-click Status.).  Right-click the icon, then click properties.
There
should be a tab labeled Advanced.  Click on this tab and see that the box
labeled "Protect my computer and network by limiting or preventing access
to this computer from the Internet" has a check in it.  If so, the firewall
is
enabled.
