A friend is  attempting  to reinstall Windows 95 Version 4.00.950 B from
the cd that came with his CTX233mhz  AMD-K6  48mgs computer.
Unknowingly, he attempted it without first uninstalling IE4.01.

Installation proceeds uneventfully, reboots, and then goes into its Plug
N Play mode trying to detect added equipment.  A large white window
appears-Error Loading Explorer.exe    You Must Reinstall Windows.   When
ok is pressed, another screen appears      The explorer.exe is linked to
missing export  SHLWAPI.DLL:SHREGGETUSValueA.

Subsequent attempts at installation result in the same problem.  Is it
hopeless?
What can be tried next?
