Hello Al,
It's not unusual for it to keep starting over. When it finds an error it
will correct it, if it can, and start over. Are you attempting a quick or a
thorough Scan Disk? A thorough scan can take what seems like an extremely
long time to complete so, with either one, insure you are allowing it enough
time.
Running programs and processes doesn't affect Scan Disk as it does the
Defragmenter, though it helps to stop them all. You should be able to run
both without starting in Safe Mode. Bring up the Close Program window
(Ctrl+Alt+Del) and, one at a time, select and "End Task" everything but
"Explorer". Insure the Screensaver is set to "None" and nothing else is
scheduled to start, then run Scan Disk and/or Disk Defragmenter.

I'm running into a problem doing a scandisk. When I run scandisk, in safe
mode, it is still restarting over and over again. I assume there are
programs running in the background but I thought that in safe mode they
would be eliminated. HELP!
