Hi Michael,
Yes, they should be deleted every so often or they will slow down browser
opperation and fill up your HD.
The easiest place to delete these files is on the General Tab in Internet
Explorer.
Right click on the shortcut on your desktop,
Select *properties*
In the *Temporary Internet files* section choose *Delete Files*
and No, you don't have to delete the folders.
I'm not sure with Netscape, but I think it is a similar process.
