That MoveOnBoot utility was good in it's days ,but I'm afraid it doesn't work too well on a Win 7-64 bit system.
As indicated on the website ,it's listed for XP.
Another choice might be UnLocker Check the comparison chart- there is no better than this.

It's good for Win 7 and has a 64 bit version. Scroll down the page.
Then there's still the command prompt. Run CMD and provide the path to the file.
Next is to run CMD as Admin and if that doesn't work , boot into Safe Mode and run CMD

Another method is via a Linux Live boot CD. Linux doesn't care about Windows restrictions.
