Betty,
You probably have "connect automatically" checked in the "Dial-Up" window.  Consequently, anytime your computer tries to log on to a website, such as when a website is open but minimized, or to download email if your email program is open, "Dial-Up" tries to connect.  If this is the case, uncheck "Connect Automatically".  Then when you want to connect, just check "Connect".  Let me know if this helps.  I am not an expert, but I'm trying to learn.
