My system is a HP laptop running Win XP.  It has 1gb ram and 1.8 MHz. processor.
When I click on the IE explorer (latest version).  I get this message:

File Download - Security Warning

Do you want to save this file, or find a program online to open it?
Name: Navcand
Type: Unknown file type, 264KB
From: ieframe.dll

It doesn't matter whether I click save,or find this file, I can't access the internet.  Internet Explorer will not activate.

Also, I cannot get the drop-down menu to work when I press the all programs tab on the Start Menu.

Any help will be appreciated.
