How were trying to format your hard drive? You can not format C if the
operating system is loaded. You can make A boot disk like EBD with windows
98 and then boot your PC with the floppy. at the A prompt type format C:

How are your drives configured? master/slave/cable select? do you have any
other optical drives? I think we need some more info (your operating system/
whether you are using windows formatting feature or some other third party
software like partition magic).but perhaps some other members may be able to
offer suggestions with the info you have provided i don't know.
