Yes, you may be right.  I wanted to rule out stmp settings before bringing
up the Norton issue - for a long time Norton messed up my OE mail, but in a
different way.  I won't go into all of that, but you could try this thing
and see if it works until someone more expert can chime in on this one -
apparently the default settings that Norton uses aren't necessary for it to
effectively scan mail, so if you go into account properties and take a look
at the incoming mail settings note if it says Norton in there.  A tech I
talked to told me that if it does that's the problem.  My ISP had already
told me the same thing, but the person I was talking to didn't sound very
knowledgeable so I didn't want to trust that.  However, I did trust the
second person who told me, so I changed it to my own personal information,
in my case ca95965/mail.earthlink.net, so if you try that and substitute
your friend's info, using that slash, it may fix yours too.

If it still acts weird after that click on the arrow next to send/receive at
the top of the OE page and see what it says on the bottom line.  If it says
anything except for your friend's complete e-mail address followed by "Mail
Account (Default)" (no quotes) change that too so it does.  Once after I
fixed the incoming mail setting it messed up again, and that same tech told
me to look in that menu, and sure enough it said something else.  It's been
awhile, and I can't remember if it said Norton or not, only that the correct
thing it should say is what I wrote above.

He did not change ISP.  He has the same ISP as he had previously.  He
got a new Dell computer. In fact, he can connect and use Outlook Express
on the old computer without any problem. I made sure that the new
computer was configured just as the old computer, which worked
perfectly, including the correct account settings and password.

Here is the kick...Outlook Express is actually working on the new
computer and he is sending and receiving email even though he constantly
gets the "unable to connect to the email server...bad password" error.
And, when Outlook Express connects to the email server there is a grayed
out box with a password that is many digits too long to be the password
entered into the account information.  I've been unable to determine
where the invalid password is coming from so I can correct it.

I think problem has something to do with how Norton AntiVirus is
configured.  Probably something in the "screen email" portion of the
program but I have not been able to find the problem.
