Depends what you're running it with and (perhaps) which version of IE 5.5
you have---early versions were reportedly rather buggy.

My impression is, with Microsoft products, later versions of programs often
don't run well on older computers or OS's.  This is understandable---new
versions are designed for new technology.  IE5.5 is a case in point---many
people reported difficulty with it on older systems.

Have you contacted your ISP?  They should be the best people to help you,
as they will doubtless have seen this problem many times before.  They will
talk you through all your Network settings.
