I had the same problem. Your ShellIconCache file is corrupt or too large.
You need to delete it, shutdown the computer, and restart. Windows will
rebuild the information contained in the file. The boot process make take a
few minutes longer because of this. The file is located in the C:\Windows
folder. Make sure you have View All Files turned on.
