What version of windows are you using? I use xp and only need to right  click
the file and select "open with", "choose program" then "browse" to search
for the program. Usually, Programs such as OE are found in program files but you
 may need to do a search to locate it. Will be an .exe extension.
 Just for the record, I didn't know OE files had a .dbx  extention!
