Yes. Your cable modem provider has only given you one address, and
for two machines you'll need at least two. One machine talks
directly to the modem, and is seen by the cable system on that
assigned address. The other talks only to the first, where Wingate
or other gateway/proxy/NAT (Network Address Translation) software
redirects traffic out to the net.
Note that the gateway machine will have TWO IP addresses -- one,
associated with the modem, will be the address you have been
assigned. The other will be bound to the NIC in this machine, and
will be an address on your internal network.
[Small home networks are most often addressed out of the
192.168.x.y reserved block, but apparently your provider is using
addresses in that block. So I suggest you use private addresses in
the 10.x.y.z block instead.]
