Older (<4) versions of Netscape was max number of connections by default
IIRC 4.
Now there is no max number of connections, so your problem is probably with
ISP which limits number of connections or your computer. If there is not
enough power
establishing new connection is to slow and can't start before some
connections is closed.

Under Windows 95 i have been 5 concurrent downloads from slow server.
Usually if server
is fast enough , more than 2-3 downloads is not recommended because it makes
loading slower
and possibility of error increases.
