Mystery solved.
SET TEMP= sets the DOS level temp directory.
SET TMP= sets the windows temp directory.
Thanks to Earl for his reminder about the SET command displaying all
system variables.
Since I only changed the TEMP folder, I had two different settings.
TEMP pointed to E as I wanted it to. (the spaces did not matter)
and TMP was still pointing to C:\WINDOWS\TEMP.
Hence, my new temp folder remained empty while the windows temp
folder kept filling up......
