Subject: HTTP Internal Server Error 500

I am running a WIN98 SE machine that successfully connects to the internet for a while. About every 5th time, I try to connect I get that error, HTTP Internal Server Error 500. I can check and send email as I am connected, but I can not reach any sites on the internet. I can then run scandisk, it finds errors, fixes them, and then I can re-connect. Sometimes while I have successfully gained access to my home page, it cannot go out to any sites or other pages. It gradually returns to that error.
Is the problem with WIndows, Internet Explorer? I can't figure it out.
Any ideas?
