What happens if you rename the folder. Does it retain the new name?

Try renaming, then deleting it after a few days if the rename sticks.

Have you checked the folder properties in case there are any unusual 
properties/attributes?

Have you ever had Nortons antivirus on this computer?  That has a form of 
"protected" Recycle Bin which it sometimes leaves behind even after 
uninstalling Nortons. This undesirable remnant can occasionally play havoc 
with "deleted" items on some systems, and I'm not sure if you can do 
anything about it short of drastic surgery.
