It sounds like you have IE 4.0 installed and you have let it take over
your desktop. On possible way to fix the problem is to go to Control
Panel=Add/Remove Hardware. Tell the computer to remove IE 4.0, when
prompted, tell the uninstaller to just remove the desktop settings.
From your message, it sounds like that will fix your problem.
You might also try totally uninstalling IE 4.0, and reinstalling.
Something may not have gotten loaded the first time.
