What happens when you attempt the download? Is there an error message or a
window with an explanation as to why the download doesn't take place? Can
you download files from other Web sites? Are there other users who may have
changed your security settings? You didn't mention Norton Internet Security,
could it be the culprit?
The Information Bar in Internet Explorer will only appear in response to an
action from a Web site that fits the criteria as specified on the Security
tab in Internet Options. For an explanation of the Information Bar go to
Start \ Help and Support and in the search box enter "Internet Explorer
Information Bar". Under Suggested Topics select "Understanding Internet
Explorer's Information Bar".
As for your settings on the Security tab, the 'Medium: Default Level' will
allow you to view Macromedia Flash content. For any Custom Level, ensure
that both "Download Signed ActiveX controls" and "Run ActiveX controls and
plug-ins" are not disabled. (Enable or Prompt will work). Then try the
downloads again, ensuring you follow all the instructions on the download
page by closing all other browser windows, etc.
